The bank uses a Real Estate Estate Brokers / agents or Appraisers with some of the bigger banks to do an appraisal on your house. This is the biggest obstacle for getting a reasonable estimate and the price you pay for the short sale. The banks will usually discount to you about 8% of the BPO number, the VA is not this generous. So the BPO can make or break the deal. I have lost deals because the BPO agent in my opinion had bad data or did not look at the house as a distressed property. In one case was just prejudice about the whole short sale thing. I know they are supposed to be unbiased… ha … right. Also you can challenge the BPO but many banks are just not doing this unless the Short Sale has taken longer and the BPO is out of date.
